Next time I'm in a close situation with an officer I will ask them about their radios, its very possible its digital voice and not encryption, they were one of the first forces to go silent, quite a few years ago, while I can still get the next large town over quite easily with a 40year old scanner. This tool can be used as a tool to help you decode many encryption methods. It won't do all the work for you, but can easily decode ROT13 codes, and help you in breaking substitution ciphers.
